Who the responsible person is
Under the Regulatory Reform (Fire Safety) Order 2005, every
non-domestic building in England and Wales has a responsible person.
Usually that is the employer, the owner, or whoever else has control of the
premises. For a block of flats it is whoever is responsible for the common parts
— the landlord, the freeholder or the managing agent.
Among other things, the fire safety equipment in the building has to be kept in
efficient working order and in good repair, and you have to be able to show that
it is. We cannot take that duty off you, and neither can anybody else. What we can
do is design the system properly, install it properly, service it on time and hand
you the record that shows the duty is being met.
A fire alarm service is
A planned inspection and test by a competent engineer: the panel, the
detection, the sounders and the cause and effect, worked through on a
schedule, faults reported and the visit certificated.
A fire alarm service is not
The weekly test somebody in the building does at a call point. That one is
yours to carry out and to record. Both are needed, and neither replaces the
other — the missing weekly record is what auditors notice first.
What a BS 5839 category means
BS 5839 sorts fire alarm systems by what they are there to protect. A
category M system is manual only: call points and sounders, no
automatic detection, so somebody has to raise it. Categories beginning with
L protect life, and the number after the L says how much of the
building gets automatic detection — from escape routes only, up to detection
throughout. Categories beginning with P protect property, which is
usually the insurer's interest rather than yours.
The category is a design decision and it should be written down. If nobody can
tell you what category your system was designed to, establishing that is the first
useful thing anybody can do for you — and it is where our survey starts.
The words on your quote
- Panel
- The box on the wall. The control equipment: it takes
the signal from every device, works out what to do with it and shows you where
the problem is.
- Zone
- The part of the building an indication points at.
Zones exist so that a panel saying "ground floor, east" is more use at two in the
morning than a panel saying "fire".
- Cause and effect
- What the system does when something operates.
Which sounders go off, which doors release, what happens to the lift and the
plant. Agreed in the design, then proved at commissioning.
- Call point
- The break-glass unit by the door. The manual way
of raising it. Also what the weekly test is carried out on, a different one each
week.
- Detector
- The automatic bit. Smoke, heat or multi-sensor.
Which one goes where is a design decision — heat in a kitchen, smoke on an
escape route.
- Weekly test
- Yours, not ours. A short test at one call point
each week, recorded. It takes five minutes and it is the single most common
thing to be missing from a file.
- Emergency lighting
- Light when the power goes. Fittings with
their own battery that come on if the normal supply fails, designed to BS 5266
so people can see their way out.
- Maintained / non-maintained
- Whether it is lit all the time.
A maintained fitting is on normally and stays on when the supply fails; a
non-maintained one only comes on when it has to.
Emergency lighting, and where the rest of it lives
We design and install emergency lighting to BS 5266: escape
routes, stairs, changes of level, open areas and the fittings above the doors
people are actually meant to use. It is life-safety work and it belongs next to the
fire alarm, which is why it sits on this page.
The ongoing side — the monthly function test, the annual full-duration test

The digital logbook
The paper logbook by the panel is a good idea that fails in practice: it goes
missing, it gets filled in three weeks late, and the one time somebody asks to see
it, nobody knows where it is. Maintenance-contract clients get a
digital fire alarm logbook in the CJS client portal instead. The
weekly test is recorded there, along with our service visits, the certificates and
the next due dates. When someone asks for evidence, it is a login away rather than
a phone call to us.

The kit we fit
We are not tied to one make. These are the door entry systems you are most likely
to see on our jobs, and we specify what suits the building or what your
specification calls for.
- Intratone
- Wireless intercoms and door entry. Because there is no
cable run into each flat, it suits blocks and social housing where getting into
every home is the expensive part of the job.
- CAME Entrotec
- Door entry systems for communal buildings, audio and
video.
What you get at the end
Fire alarm work is certificated: a design certificate, an installation
certificate and a commissioning certificate, depending on which parts of the job we
carried out for you. With them come the zone chart, the cause and effect and the
operating information for the panel. Emergency lighting gets its own completion
certificate. Keep all of it — it is what an inspector, an insurer or the next
contractor will ask to see. The electrical installation behind it is certified
